J. Edgar Hoover is perceived nowadays as a dark figure in American politics. But he wasn’t always thought of that way. In her Pulitzer Prize-winning book “G-Man,” Beverly Gage fairly and thoroughly investigates Hoover’s life; in “Secret City,” James Kirchick explores the history of homosexuality in Washington, D.C., about which Hoover had something to say.
